Direct Beneficiary Transfer (DBT)

Direct Benefit Transfer [DBT] is one of the most critical modules of PFMS that deals with transfer of benefits to the marginalized and vulnerable sections of society. The DBT Scheme was announced by the GoI for implementation w.e.f 01.01.2013. Further, the use of PFMS has been made mandatory for payment, accounting and reporting under Direct Benefit Transfer, with effect from 1st April 2015 to transfer the benefits of various social welfare schemes like Scholarships, Subsidy, wages, pensions, cash in lieu of food grains etc. directly in the bank account of the beneficiary.

Moreover, the scope of DBT is increasing manyfold day by day with the adaptation of new programs and technologies under Digital India Programme.

Implementation of Ack/Nack protocol with External System:

PFMS is in process of Implementation of Ack/Nack protocol with External System to improve acknowledgment system between External System and the PFMS for better monitoring of DBT payments and to avoid delay in disbursement of DBT to the beneficiaries.

Implementation of SMS facility in DBT Schemes:

To ensure more and more citizen centric services [SMS Facility] for DBT Beneficiaries, PFMS has started sending SMS to the Beneficiaries of DBT schemes.

“Know Your Payment” Status at PFMS portal:

PFMS has developed and deployed an additional functionality wherein the details of Aadhar Based Credited Account are available. Further, the PFMS is enhancing this tracker by providing more details with time-stamp under this NSP tracker. The functionality has been developed and under testing.

DBT Schemes:


PM KISAN

PMKISAN (Pradhan Mantri Kisan Samman Nidhi) is a Central Sector Scheme of Ministry of Agriculture for the cash transfer directly in the account of farmers (approx. 10.5 crore) to give minimum income support will be deposited directly to their bank accounts.

MGNREGA

MGNREGA is being operated as a Centrally sponsored scheme where Central Government is mandated to meet the cost of the wages for unskilled manual work and wages component of MGNREGA to 10.5 crore (approx).

PAHAL

The biggest DBT schemes of the Central Government, in terms of number of Beneficiaries (over 29 crore beneficiaries), “PAHAL” of M/o PNG has successfully on-boarded on PFMS portal w.e.f. 1st August 2021. Onboarding of DBT PAHAL Scheme on PFMS, however, is expected to help in the removal of ghost beneficiaries resulting in significant savings.
